Despite my being told it would not go to Planning till 23 July, Manchester City
Council jumped the gun (perhaps to avoid objectors appearing in person):

"The application went to the 25th June Planning and Highways Committee and was
approved.

BW have certain permitted development rights (under Part 17 Class B of The Town
and Country Planning (General Permitted Development Order) 1995) which would
include works to the locks which are in their ownership (by virtue of their
agreement with the Rochdale Canal Company) as such they will not be required to
make an application for listed building consent.

As an objector you will be formally notified about the decision within the next
week."
