I'll make a guess from my brief C&H handspike notes that the normally 
straight through Legard Bridge Flood Lock is the only one with a full set of 
gate handspike paddles, both top and bottom, with no ground paddles.
Things may have changed, but my brief notes state:

The following locks cannot be filled without a handspike (ground or gate):
Legard Flood
Kirkless Lower
Cromwell
Park Nook
Salterhebble Top

The following locks have handspike top gate paddles:
Millbank
Thornhill Top
Shepley Bridge
Kirkless Lower
Elland
Salterhebble Middle

Only Legard Bridge has bottom gate paddles handspike only.

Interesting to see if this is still the case.
