Having done a bit of reading up on this, in general the recommended 
angle for a
panel in summer is about 30 degrees to the horizontal (sun is at about 63
degrees in the sky). In winter though the sun is only at about 16 degrees, and
most sources seem to recommend a vertical panel as being optimal! However the
variation between optimal and sub-optimal angles will be that much lower in
winter, as most of the energy is diffused.

In both cases the optimum is to face due south, so for an elevating panel it
must rotate as well as tilt!

At the end of the day a flat panel in winter will provide some energy. If you
don't expect it to do too much* you won't be disappointed.

*You'd be amazed the number of campers who seem to think they can run 
microwaves
and heaters in their tents powered by a simple solar panel.
