When I helped collect President from there some years back, new handrails had 
been installed and (presumably before installation) they had been 'distressed' 
by having towline grooves made in them with an angle grinder. The orientation 
of the grooves indicated that boathorses used to jump across the locks and then 
swing under the handrails!
