Correct!
It is the Ouseburn.
It was a tidal creek, but now the water is imponded above, so a "new" 
navigtation?
Created to retain some water in a smelly, tidal creek, to make it fit for 
"regeneration"...a bit like Three Mills Lock / weir.
If you Google for Ouseburn barrage, you can find a whole lotta stuff about 
it.
