I think the answer to the original question is 'No' as in 'No  they are not 
for not keeping stop planks in' which of course to any old-school  COBOL 
programmer worth his salt is the obvious way to write the  statement. 
 
Nothing like a good smattering of double negatives in the code to keep the  
program maintenance boys on their toes, I used to think!  Hey-ho .....
