I too was a census enumerator in 1980 (a very interesting job in the
Black Mountains in Powys!) and I agree we were supposed to find all
dwellings in our "patch".
But that was then and this is now. I seem to remember that the forms
for the 2000 census were sent out by post and we had to fill them in
on our own and return them by post. Much less rigorous but cheaper. I
would imagine that a lot of people were missed by that method, not
just travellers and continuous cruisers but anyone living, for
example, on a boat not on an official residential mooring.
I take census figures with a large pinch of salt.
