And British Waterways is neither a quango, nor an NDPB, but a nationalised industry. (Not many of those left!) Of course it wants to become a 'third sector' organisation like the National Trust - also not a quango. I don't know why politicians make periodic assaults on quangos. Many of them seem entirely blameless to me. Though of course Ruper Murdoch doesn't much like Ofcom as it regulates the media industry. -- Nigel Stanley
