AFAIK the Dartford Crossing has some fixed ones (it came out in the TV 
programme).
And there are "favourite" sites - e.g. Go North on M6 J35, just as one 
passes the next services at Burton-in-Kendal. there is a bridge over the 
motorway, with a lot of shrubbery at the side - often see (just - they are 
quite small and discrete) three ANPR cameras on tripods (one for each lane), 
wired up to a Transit hiding behind the greenery, then when you get to J36, 
there are 5-6 police cars on the bridge just waiting for a call from the 
van.
