There's a nice pdf map of Great Britain's canals produced by AINA in 2001.

"Appendix 2 - Inland waterways’ contribution to National Indicators"

This includes "Children travelling to school - mode of transport used
- direct contribution".

My mother used to row me across the Thames at Walton so that I could
walk to school.  I assume they are generally referring to kids walking
on towpaths instead of main roads, rather than using a boat to get to
school.
