It's set up by the MySociety folk who do the write to them website,
and you can use it to generate Freedom of Info requests to UK
authorities.
Probably I'm the last to hear about it, but it seems like a good idea.
It would be if one didn't get ''ACCESS DENIED'' when one clicks on it!
