"Intend", "look at", "possible inclusion", "no decisions", "not proceed now" 
and "review".

A very standard politicians'  'holding' statement, holding out promises without 
actually promising, telling us what we already know and talking about it all 
over again, with the get-out clause that the government isn't going to spend 
money anyway. So, whatever the best situation for the waterways is, it will be 
subservient to what little the government will spend on it.

Call me cynical, but I look on it as softening us up for the bad news.

The Parliamentary Under-Secretary of State for Environment, Food and

I am pleased to be appointed as Waterways Minister as I am familiar
ith the public benefits the waterways provide and I am making this
tatement to set out how I intend to take forward inland waterways
olicy for England and Wales. The Government consider civil society
as a very valuable role to play in delivering public services as part
f our commitment to creating a big society. We will therefore be
ontinuing to look in detail at whether a third sector model would be
ppropriate for British Waterways, including the possible inclusion of
he Environment Agency's navigations as the other navigation authority
rant aided by Government. My Department will be engaging a wide range
f stakeholders in this work, and liaising with the Scottish
overnment. However I must make clear that, given the Government's
verriding objective of reducing the financial deficit, no decisions
n such a change will be taken until after the forthcoming spending
eview. In the light of this I have also decided not to proceed now
ith a new Government waterways strategy and I will review the
ituation following the spending review.
