I would of thought that as we we were referring to awaterway debate in 
parliament and specific details are involved then "in the country" can be 
obviously  assumed by editors and all and sundry, to be all areas represted by 
the members.

Absolutely no call for a side debate on meaning of what the country consists 
of.
