That's certainly the optimistic view; let's all hope that it turns out  
to be correct.

However, it does imply:

*Joined up thinking in Government
*DEFRA getting its act together
*The Charities Commission accepting a Board of Trustees for a new  
charity way above its preferred limit of 15.
