David Murphy pointed out to me that his team is working with Webops and Online Services to find a sane approach for managing frontend dependencies that's palatable to both Webops and the engineering teams.
Their initial suggestion was Grunt (http://gruntjs.com/), but nodejs isn't well liked among the IS teams. Please do reach out to David if you would like to contribute to the discussion.
