I have done test builds of snap out of the build PPA signed with the build PPA key. I have made UC22 model that references that. Enrolled the build PPA key into VM's secureboot db dtabase. Test booted UC22 in qemu VM without secureboot/tpm; and with secureboot/tpm. It booted in both cases fine. I had to extend the pc gadget with `efi=runtime` command line to enable full disk encryption. Will propose that separately.
