And that is exactly the reason for suggesting the  "server" test plan. 
Selecting the correct top-level test-plan should mean the appropriate tests are 
attempted to be run either because it includes a suitable selection of nested 
test-plans or because the test themselves have appropriate "requires" fields. 
There could be bugs in those things (maybe something specific to architecture 
itself or something else) but it shouldnt be necessary to do exclusions on a 
device by device basis.
