NetworkManager seems to keep falling back to a state where it does not manage
the wlan0 device. This causes all the wlan tests to be skipped during a testing
session. I think this may be because the device also has wifi-ap installed and
we run tests against this each session. This uses hostapd under the hood so I
believe ownership of the interface is likely removed from NetworkManager.
