Roberto DeFeo confirmed that the question is solved:
I'm an idiot - disregard.
I had two problems:
1. After opening my pc, my wifi card antennae wires were not connected
2. My Asus RT-AC87U wifi router was throwing errors due to a recent firmware
issue (out of local storage). A hard reset allowed the HP to connect.
Oops.
