Nancy Chen has proposed merging
~nancy-chen/cc-tool-box:add-l4-to-allow-qa-enablement-team into
cc-tool-box:master.
Commit message:
1. add l4 to the pool to allow devices from QA/Enablement team to be part of
cc-lab-manager
2. rename the original cert-tel-l4-dhcpd-pool.config for l4 to avoid
overwriting.
