Matteo, No, LP: #862831 is definitely a different problem. Video playback using VDPAU works well in general for me and others on a lot of different machines, the tint bug only affects Flash videos and is fixed in Ubuntu 12.10 (Quantal).
"Fix released" just means that a fix for this bug has been released in a newer version of the software.
