I've followed up to your separate bug separately, but for what it's worth, 2.2~2011week36-0ubuntu1 is unambiguously newer than 2.2~2011week36. The problem here is that apt tends to stop at the first error, which can make its output misleading until you get used to it (and sometimes even afterwards); the trick is to keep adding packages it complains about to the list of things you try to install at once until you get down to a more useful error.
