I see this issue on Ubuntu saucy: When libxcursor1:i386 is not installed, a different cursor theme is used in skype windows. Possibly not skype itself, but one of its dependencies is lacking the dependency on libxcursor1:i386. As I do not use any other i386 qt applications I did not track this down any further.
