Controllers test in ubuntu_ltp fails to mount on /dev/cpuctl

Bug description:
Found on Focal linux-gcp 5.11.0-1019.21 on g1-small instance.
The tests are not able to mount on /dev/cpuctl which is causing cpu
controller testing, latency tests, and cpuctl_test_fj to fail, seems to be only
on g1-small instances.
This error has been observed in previous cycles and is not a new
regression.
