OK, I have checked the test history on M-lowlatency 6.5.0-25.25.1 openstack ARM64
This test has failed on the 3rd attempt on jenkins, the ubuntu_kselftest_net ran about 43m31s and the instance disconnected when running the tls test. On the 4th attempt, the ubuntu_kselftest_net ran about 54m44s and disconnects when running pmtu.sh test (tls passed in this round) So I think this bug is invalid.
