That, unfortunately, is a warning from Ruby itself, and not from capistrano specifically. Your best bet, if possible, is to chmod the / opt/nsm directory so that it isn't world-writable. I *think* more recent Ruby versions are smarter about that warning, too, so if you aren't running a recent version of Ruby, you might try upgrading.
