I realized I have a more fundamental question: what is reaper supposed to do? I thought that it was only supposed to stop the server (in my case, mongrel) and that eventually capistrano would call a start task to restart mongrel. But after looking through some capistrano recipes, I'm not so sure.
Should I even be using reaper?
