It sure is. If you search the archive you'll see some discussion of how to best do this.
One point that I didn't appreciate when I first tried this was that using Capistrano to deploy real Rails apps would force me to understand it enough to be able to use it for non-Rails stuff in a way that wasn't completely doofus.
