Chef/Puppet to provision the servers, preferably Capistrano to deploy. Depending how elastic your setup needs to be, if you can't rely on humans sitting at computers to do a deploy when you scale-up, the deploy may need to be part of your Chef/Puppet setup… something like "my app is a piece of software that needs to be installed on this server"
