Hmm, I tried both. And as far as I understand Chef requires setup of the recipes server (or registering account to their service) and learning it's not very easy recipe API. As for Puppet - it's not ruby, it looks like Ruby but it's not ruby and it's complex.
I believe that in most cases 'administration' should be simple (unless You want cross-platform or 10x machines, but usually You don't), all that 'administration' means - do some custom configs & install some things & run some processes.
