Prompting the user when needed is iffy at best even under *NIX, on Windows i'm surprised your machine hasn't caught fire :) As a general rule with deployment aim for no human interaction. If you feel generous, you could add a note to the docs to the effect that in your experience prompting for an SCM password didn't work on Windows.
