Jack, Windows doesn't support form() I can't actually tell you why something appears to need fork, but honestly don't use Windows for deployment, and don't use local SVN. In 2011 you'd be hard pressed to find a good reason not to use Gitorious, or Github, or <insert any number of providers here>, I'll be the first to admit that the copy strategy isn't perfect.
Capistrano is intentionally opinionated, which enables us to help most people most of the time, but people using Windows are unlucky because it is so badly optimized for development, and especially people using Windows with local SVN are double out of luck, given how opinionated Cap is, you're going to need to change something in your setup, or do a lot more reading to find some workarounds.
