I at one time modified cap to track the branch that was deployed then had a deploy:quick task that just did a git pull.
That would do for what you *think* you want. But we abandoned it because code changes sometimes required asset rebuilding, and if you have to do that you might as well do the full deploy. You would be better served investing your time in making your deploy a zero downtime deploy, and always do a full deploy.
