According to Apple, High Sierra is the last release that support 32bit, so I guess Carbon will be supported in High Sierra.
Apple made clear for a long time that Carbon is a dead end, so no surprise here, not because it’s Apple, but because it was annonces years ago. To be pedantic, there is no « translation » procedure to run Carbon apps. The « translation » procedure was to run PPC apps on Intel proc. The macOS kernel supports 32 bit and 64 bit apps natively for a long time.
