How to reproduce:
===============
1. Deploy G-Reg on weblogic.
2. Then assign default LC to few resources.
3. Now restart the weblogic server.
4. Now go to a resource and check LC portlet.
You will notice that LC Add button is disappear in LC portlet. Pls check the
attached image.
