Hmm.. We have an issue here. Yes I also think that there's no way of getting
rid of this issue without using SNAPSHOT for orbit bundle versions. I think
we will need to update all the orbit versions and append SNAPSHOT after a
release. So we'll be using a new version of all the orbits whether there are
changes or not. In the current system I think we only upload the changed
orbits with a new version manually. That is hard to manage and risky. So
considering all those, I think we have to upgrade all orbit versions and
append SNAPSHOT after a release.
