We needed a similar behavior for our eclipse tooling solution (allow editors
to be accessed through http), we managed to achieve this by enabling
developer mode when starting carbon (basically it just allows all http
requests). But this messed up the management console ui (the side-bar) and
authentication became optional.  Therefore I think this is a major change
involving several areas in carbon ui bundles.
