You need to deploy the Carbon admin modules within the tenant ACs since the tenants can also use the Management Console, and do stuff like enabling throttling, caching & security their services. But we do not duplicate these modules within the tenant Axis2 repositories. What I have done is create an instance of these admin modules (which are available within the main AC) and programmatically deploy them within each of the tenant ACs. Azeez
