Hi Ruwan,

We are in the process of writing the tool which required to convert
extensions Jars in to our OSGi repo by putting fragment host as
system.bundle. For the time being I have removed the functionality from
carbon startup, If this is required I can add the extension bundle and allow
the feature, until we are done with that tool.
