The ideas is to prevent P2 from deploying them. Yes. P2 is responsible for deploying bundles in dropins folder. It seems P2 does not deploy them correctly in this case. Hence we had to go for this workaround. I've seen number of people complaining about this issue in Carbon 3.0.0 release. I think it is time to migrate latest release of Equinox and P2 (Hellios, 3.6). We are using 3.5RC4.
