Can you have a look into this build error and get this sorted.

Try downloading the file manually from the project website.
Then, install it using the command:
mvn install:install-file -DgroupId=org.webharvest
-DartifactId=webharvest-core -Dversion=2.0 -Dpackaging=jar
-Dfile=/path/to/file
Alternatively, if you host your own repository you can deploy the file
there:
mvn deploy:deploy-file -DgroupId=org.webharvest
-DartifactId=webharvest-core -Dversion=2.0 -Dpackaging=jar
-Dfile=/path/to/file -Durl=[url] -DrepositoryId=[id]
Path to dependency:
1) org.webharvest.wso2:webharvest-core:bundle:2.0.0.wso2v1
2) org.webharvest:webharvest-core:jar:2.0
