Please clearly explain what you are trying to implement. 1. Are you trying to implement a Web service, to which you can upload a .txt file? 2. Are you trying to develop a UI in the Carbon console which will allow you to upload a .txt file?
WSAS does not have any UI facility which allows you to upload random file types. The answer we are going to give you will depend on your answer to 1 & 2 above.
