Hi, I think you are using WSAS 3.2.0. Webapp Management feature is only available on WSAS trunk. It is implemented as a new feature and will be available in the next WSAS release from trunk.
For the time being, you can try the Webapp Management functionality in a WSAS nightly build. You can find the latest nightly build at [1]. You don't need to install it manually. Webapp Management functionality is included in WSAS trunk packs by default.
