I think we are referring to two different titles. The parameter, I mentioned is to set the title of the home page which is appearing in the JSP itself once you are logged into the server.
But I think you referring to the <title/> html tag, which is appearing in the browser. In order to change that, you have to tweak the Carbon UI framework as you have discovered.
