No. It's not that Axiom has unapproved licenses, I feel. It is due to the
fact that RAT was unable to identify and ignore the svn files, *proj files,
and other similar (where it sees those files as files with unapproved
license acc. to my understanding). Taking a fresh svn checkout (or an svn
export) and building will probably solve this. Worked for me, when I had the
same issue once.
