I'm done with versioning the branch now. But we couldn't run the script to apply the branching stratergy due to network issues. Milinda will be working on it tonight. Until that is done, still the branch is frozen.
Carbon 3.1.0 branch can be found at [1] and Stratos 1.0.0 branch can be found at [2]. When it comes to products, I've only changed appserver versions. Each product team will have to version your respective Carbon products and Stratos services.
