We have been supporting WebSphere 6.X in previous carbon releases. But Carbon-3.1.0 does not work in WebSPhere 6.X as explained in [1]
There is a long outstanding issue [2] related to WebSphere 7.X support. This issue has been reported in 2009/09 and went through few release cycles and priority has been reduced. Please have a look.
