I believe we agreed to have one global discovery proxy. The tenant specific proxy is something I added later just in case the requirement ever arises for a user to have a tenant specific 'external' discovery proxy. As far as Stratos is concerned, there is only one instance of the DiscoveryProxy service. So do we really need to go about making drastic changes to accommodate this at this point?
