Yes this bug is related to MTOM. It seems that the MTOM configuration is working correctly now, hence causing failures in some of our components. For instance, in the WebappAdmin & Axis2RepoMgtAdmin, the enableMTOM parameter was set to true. Hence, services were responding with MTOM and the clients were not prepared to deal with MTOM. Setting that parameter to false solved the issue for us.
