The veiw we get when defining carbon data sources is different from data
services data sources. And also I think data source is a global thing rather
and a local thing for a Data service.

So I think it is better to have a global carbon data source configuration
which supports different types (eg. file, spreadsheet) and DSS should always
let uses to select those global data sources.
